Sichuan Chemical Industry Reconstruction Urgently Needs Four Major Factors

Sichuan Chemical Industry has made significant progress in accelerating the pace of post-disaster rehabilitation production. However, the current chemical companies urgently need to raise funds for construction, allocate phosphate rock resources, ensure stable and sufficient supply of coal-fired power, and counterpart support from related units. This is the information that the reporter obtained from the Sichuan Provincial Meeting on the Acceleration of the Reconstruction of Chemical Enterprises after the Disaster, which was held on June 13 and 14, and the province’s industrial economy to resume production.
According to the person in charge of the Sichuan Economic Commission, 501 chemical companies in the Deyang, Mianyang, Guangyuan, and Chengdu regions were damaged by the Wenchuan earthquake, accounting for 48% of the province's total chemical output and direct economic losses of 13.2 billion yuan.
After more than one month’s efforts to self-save and expert assessment programs, currently, 85% of Chengdu’s chemical production capacity has recovered, with the exception of Mianyang affected by dammed lakes, and the proportion of chemical production enterprises above Deyang scale has reached 53.9%. More than 40 have been hit hard. State-controlled and provincial-controlled chemical companies are stepping up efforts to formulate post-disaster reconstruction plans, implement projects, and accelerate the pace of reconstruction.
About 90% of the companies such as Sichuan Hongda Group, Qingping Phosphorus Mine and Jinhe Phosphorus Mine have decided to reconstruct their original sites. The Hongda Group plans to build 8 production projects with a total investment of 631.2 million yuan, with an annual output of 450,000 tons of monoammonium phosphate, 100,000 tons of calcium hydrogen phosphate, 60,000 tons of calcium fluoride, and 200,000 tons of sulfur-based compound fertilizer. All start construction, and all trial production will be completed during the year. The Qingping Phosphate Mine has installed more than 600 sets of transitional houses to house workers under the assistance of its counterparts in Shenyang. It plans to use one year to restore the production of phosphate rock bases, and the total investment will be 2.1 billion yuan. Jinhe Phosphorus Mine plans to resume partial ore production for half a year, requiring 483 million yuan in funds.
It is understood that at present, the reconstruction of Sichuan chemical enterprises is in urgent need of four guarantees: First, due to the large funding gap, companies are actively raising funds while they urgently need the state to allocate post-disaster reconstruction funds and implement bank interest-free and low-interest loans as soon as possible; Second, in order to ensure the use of fertilizer for agricultural production, it is necessary for relevant state agencies to allocate phosphate ore resources from Yunnan and Guizhou; and thirdly, electricity, gas, and coal are stably supplied to ensure continuous chemical production; Fourth, companies with high industrial relevance are required. As well as related scientific research institutes and universities that have the advantages of technology and talents, they provide counterpart support.
It is reported that on June 14, Vice Governor Li Chengyun gave instructions on cracking the “bottleneck” of production factors such as electricity, coal, oil, transportation, gas, and capital. He pointed out that the functional departments should change their administrative services, break the rules, improve their effectiveness, and ensure that industrial enterprises resume their post-disaster reconstruction. It is reported that Sichuan Province has opened a financial "green channel" and supported the reconstruction of industrial enterprises in accordance with the requirements of "special handling and emergency handling."
