2. From May 1st to May 17th, 2008, fixed-point and license sales systems will be implemented for 257 chemicals:
(1) Except for the chemical reagent companies of Beijing Municipality and the chemical production enterprises approved by the municipal safety supervision department within the administrative area of ​​this Municipality, other units may not produce or sell controlled chemicals. Without permission, no unit may purchase or transport controlled chemicals.
Individuals must not produce, sell, purchase, or transport controlled chemicals.
(2) Implement a voucher management system for purchasing and transporting controlled chemicals. Units that need to purchase and transport controlled chemicals should go to the public security departments of the district/county public security agencies to apply for the “Purchase of Controlled Chemicals Purchase Certificate” and “Regulation for Control of Chemicals Transport”. When the sales unit sells controlled chemicals, it shall check the "Purchase of Chemicals Purchase Certificate" issued by the public security organ and establish a sales account, and truthfully record the purchaser's name, address, purchaser's name, identity card number and purchase control. The names, quantities, dates, uses, etc. of chemical products, and certification materials such as certification documents issued by public security agencies.
