CPPCC proposal improves road pricing policy

According to the proposal committee of the National Committee of the Chinese People's Political Consultative Conference, members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) have paid great attention to the toll collection of highways. Li Zhijun and other members proposed a proposal to further improve the toll highway policy at the fifth session of the Eleventh National People's Political Consultative Conference held in 2012. The members suggested that: cancel ordinary road tolls, appropriately reduce highway toll standards, and establish a reasonable return rate for toll roads; toll roads should be corrected in a special way to correct the chaos; and periodical audits of highway operating fees should be announced and announced to the whole society. , Accept social supervision; In the Spring Festival, Mid-Autumn Festival, Dragon Boat Festival, National Day and other special periods of holidays, the implementation of the free passage of the highway policy; reform the policy of "reunification and reunification" to speed up the revision of "Regulations on the management of toll roads."

The National Committee of the Chinese People's Political Consultative Conference has attached great importance to this proposal and listed it as a key monitoring proposal. In May 2012, it specially convened a proposal for the “Improvement and Improvement of Expressway Toll Collection Policy” to handle the on-site meeting, organized some sponsors, members of the proposal committee, and transportation. Responsible ministries and commissions of the Ministry, the National Development and Reform Commission, the Ministry of Finance and the Ministry of Supervision are responsible for field trips and consultations.

After the meeting, each proposal's contractor unit further promoted the toll road clean-up work and accelerated the revision of the Regulations on the Administration of Toll Roads and its supporting regulations. In December 2012, the National Transport Working Conference proposed that we must continue to accelerate the development of ordinary highways. The construction of the non-toll highway system and the toll highway system based on highways will comprehensively improve the level of transportation service support.

This is just a microcosm of the active role of the CPPCC proposal. Looking back at the extraordinary course of the 11th CPPCC session, the ambiguous footsteps are still loud. The suggestions on strengthening grassland ecological protection, implementing regional air pollution prevention and control, strengthening rural environmental protection, strengthening comprehensive river basin management, and preventing and controlling PM2.5 pollution from motor vehicles have played an important role in promoting the construction of an ecological civilization; the improvement of leading cadre assessment work has been promoted. The openness of government affairs, the regulation of consumption of public funds, the reduction of extravagance and waste, and the promotion of the construction of a system for punishing and preventing corruption have played a positive role in advancing the construction of a clean and honest government; deepening the economic and trade cooperation between the Mainland and Hong Kong and safeguarding the safety of water supply in Macao and the Pearl River Delta region. Proposals such as the strength of cross-strait youth exchanges have provided useful references for deepening the exchanges and cooperation between the two sides of the Taiwan Strait and maintaining the long-term prosperity and stability of Hong Kong and Macao.
