The People's Government of Xinjiang Uygur Autonomous Region and the Chinese Academy of Sciences recently signed a new round of "Science and Technology Cooperation Agreement of the People's Government of Xinjiang Uygur Autonomous Region" in Beijing, marking that the scientific and technological cooperation between the two sides has entered a new stage of development. At that time, a scientific and technological cooperation coordination leading group composed of relevant leaders and departments of both sides will be established to hold regular or irregular meetings or high-level leadership symposiums to study and determine major issues of scientific and technological cooperation.
The two sides mainly cooperate in six areas. The first is jointly organizing academicians and experts of the Chinese Academy of Sciences to carry out strategic research and consulting activities based on the strategic transformation of Xinjiang's advantageous resources and major scientific and technological issues related to regional development, and to provide advice on scientific decision-making for party committees and governments of the Xinjiang Autonomous Region. The second is to jointly create conditions for key scientific and technological innovation and support service platforms such as the Xinjiang Joint Key Laboratory, Engineering Technology Research Center, Enterprise Technology Center, Pilot Base, Agricultural High-tech Experimental Demonstration Base, Technology Transfer Center, and Scientific Digital Library. And use these platforms to attract national scientific research institutions, universities and enterprises and autonomous regions to carry out scientific and technological cooperation and accelerate the transformation of scientific and technological achievements. The third is to meet the scientific and technological needs of the petroleum and petrochemical industries, coal and electricity coal chemical industry, featured mining industry and other related fields, and give full play to the scientific and technological advantages of the Chinese Academy of Sciences, focusing on cleaner production technologies and promoting the development of new industrialization in Xinjiang. Fourth, the key agricultural and sideline products processing industry in Xinjiang and the four major agricultural bases for cotton, grain, forestry, and animal husbandry should be constructed to solve key and bottleneck technologies that restrict the development of the industry. Fifth, to give full play to the advantages of scientific research and education resources of the Chinese Academy of Sciences, and deepen the development of talents such as the “Light in the Western Regionâ€. Sixth, we must strengthen popular science work and improve the scientific and technological quality of the entire people in the Xinjiang Autonomous Region.
