The "Working Point" also proposes to improve the incentive mechanism and upgrade the management level of special funds. According to the requirements of the national fiscal and taxation policies, the organization shall formulate specific energy support project plans for transport energy conservation and emission reduction, and actively encourage local transportation authorities to strive for energy conservation and reduction from local governments.
