The "Plan" proposes that after 10 years of hard work, China's marine engineering equipment manufacturing industry will greatly increase its industrial scale, innovation capacity, and comprehensive competitiveness, form a relatively complete industrial system, form a scale of industrial clusters, and significantly increase international competitiveness. Our country has become the world's major ocean engineering equipment manufacturing power and power.

It is understood that the annual sales revenue of China's marine engineering equipment manufacturing industry has exceeded 30 billion yuan, accounting for nearly 7% of the world market share, and an industrial zone with a certain degree of concentration has preliminarily formed in the Bohai Rim, Yangtze River Delta, and Pearl River Delta regions. China has basically achieved the independent design and construction of shallow water oil and gas equipment. Some marine engineering ships have already formed brands, and deep sea equipment manufacturing has achieved certain breakthroughs. In addition, marine renewable energy development equipment such as offshore wind power has been initially industrialized, and the development of marine chemical resources such as desalination and comprehensive utilization has begun to take shape.

On this basis, the "Plan" proposes a phased development goal: in 2015, annual sales revenue will reach over 200 billion yuan, and the industrial added value rate will increase by 3 percentage points over the end of the "Eleventh Five-Year Plan", including the international market for offshore oil and gas development equipment. The share will reach 20%; in 2020, the annual sales revenue will reach over 400 billion yuan, and the industrial added value will increase by 3 percentage points, among which the international market share of offshore oil and gas development equipment will exceed 35%.

Support large-scale ocean engineering equipment manufacturers and upstream and downstream enterprises such as iron and steel, petroleum, and other strategic alliances or equity participation, joint ventures and cooperation, extend industrial chains appropriately, realize strategic layout in upstream and downstream industries, realize complementary advantages, share benefits, and enhance anti-risk capabilities. At the same time, in order to encourage technological innovation and “go global” to open up the international market, the “plan” further clarifies that overseas companies and scientific research institutions are encouraged to set up R&D institutions in China to support domestic and foreign companies to jointly develop and innovate equipment and encourage innovation.
